The County Council is the administrative body in the county and its most important responsibilities are secondary education and regional development. The County Council also delivers a range of other welfare services that are too large for an individual municipality to administer such as public transport and dental health. The County Council also works to promote regional development by fomenting business development, innovation and international cooperation, preservation of culture and historical sites and protection of the environment.
Østfold County Council
Østfold is a county in the South-Eastern part of Norway. Østfold is geographically one of the smallest counties of Norway and its population counts 265 458 (2003). There are 18 municipalities in the county, one of them being IC-partner Spydeberg. The two biggest cities in the county are Fredrikstad and Sarpsborg which together hold a population of almost 100 000.
